Naturism in Estonia

Public nudity is not explicitly prohibited under Estonian law, with the Estonian Penal Code addressing only indecent acts when combined with sexual intent or public disturbance. The Estonian Naturism Community operates openly, and authorities exhibit a historically lax attitude toward nudity in non-sexual contexts, particularly on designated beaches.

Järve Nude Beach (Saaremaa)

Officially Designated

Unofficial nude beach at Järve, on the sandy southern coast of Saaremaa island west of Kuressaare. Nudists use the stretch of shore near the 'Järve turismitalu' road sign, in a pine-fringed area popular with summer cottages and campers. The sea here is shallow and warms quickly in summer. There are no dedicated facilities at the nude section; Kuressaare offers shops and services. Nudity is tolerated rather than official, so keep to the quieter part of the beach.

Narva-Jõesuu Nude Beach

Informal / Traditional

Unofficial nude beach on the long sandy shore of the Gulf of Narva, about 2 km south-west of the Narva-Jõesuu town border in north-east Estonia. The resort town's beach runs for kilometres backed by pine forest, and nudists gather on this quieter stretch away from the town's hotels and spas. There are no facilities at the nude section itself; cafés and services are in town. Nudity is tolerated rather than official, so keep to the established area.

Pärnu unofficial naturist beach

Informal / Traditional

Pärnu's long, flat sand beach runs south-east from the stone breakwater at the mouth of the Pärnu river along Pärnu Bay. Between the main town beach and the river end is a quieter stretch known locally as the women's beach (naisterand), which is also where nude sunbathing is tolerated. It is not an official naturist beach: Wikipedia describes it as an unofficial but tolerated unisex nude beach between the official beach and the river, and Google-review summaries call it the ladies' or nudist beach. Forum posters from 2019 describe the women gathering toward the town end and men and couples nearer the breakwater, with low dunes behind the sand giving some shelter, and mention signs asking visitors to respect women's privacy. Whether the women's section is strictly women-only is disputed among regulars. The sand is fine and pale, the water very shallow for a long way out and warms quickly in summer. Reviewers describe it as calmer and more spacious than the central beach, with changing booths, toilets and a café within reach.

Tallinn Naturist Beach (Pikakari)

Informal / Traditional

Tallinn has no official nude beach, but naturists have long used an unofficial stretch of shore near Pikakari beach at the tip of the Paljassaare peninsula in North Tallinn. Pikakari itself is a city beach with a Blue Flag; the nude area lies beyond it, past a strip of forest, where the shore is quieter and shared with dog walkers. The setting is low Baltic coast with sand and some stones, facing open water toward Tallinn Bay, and the sea stays cool even in midsummer. In 2021 an SDE city councillor argued that Tallinn is the only Nordic or Baltic capital without an official naturist beach and asked for this spot to be formalised; no designation has followed, and the municipal police have at times told bathers to cover up. Facilities are only at the main Pikakari beach.

Tartu Emajõgi Naturist Area

Unofficial / Tolerated

This is an informal nude sunbathing spot on the Emajõgi river in Tartu, Estonia's second city. Sources place it on a riverside lawn at the end of Ranna tee, on the opposite bank from the Supilinn pond and the city's free beach (Emajõe vabaujula). It is a grassy bank, not a sand beach. People sunbathe on the lawn and swim in the slow-moving river. Nothing is signposted and the city provides nothing here; the facilities are at the official free beach across the river, which Tartu has been redeveloping. Little is published about who uses the spot or how busy it gets, so treat it as a local, low-key place. Its status could change without notice.
